Laws and Legislation Effective March 1, 2009 a new Ohio law, Rule 48, now mandates requirements for all guardians ad litem (attorney and non-attorney). This law has been a long time in the making. Jackie Wilson, Director of Ohio CASA, sat on a task force established by Chief Justice Moyers five years ago to begin the process. Now, in addition to standards set by National CASA, the CASA role is defined by law. In some areas, CASA standards exceed the law’s requirements. For example, the law only requires six hours of pre-service training and three hours of yearly ongoing training, but the CASA program requires 32 hours of pre-service training and 12 hours of yearly ongoing training.
